Southside and northside?

So in my story, there is a wealthy northside and a poor southside. The thing is, I don't know what state my story should take place in. Or what town. I was just wondering what town (or state) would make a good setting to my book? I need it to be a somewhat rainy, chilly state. Mild pleasant summers, snowy winters. And preferably one in nothern U.S. thanks :)
