How Can a pure insulator can act as a antenna ? why? because we know that magneticwave is comprised of two?

Because we know that electromagnetic wave contain magnetic component and magnetic field is only produce by the change in electric field and which can occur if there is flow of electron in the conductor so than how a perfect insulator can act as antenna??
