How to decide inter seniority amongst Head of Department (HOD) of various branches, in an engineering college?

If a junior at the level of Lecturer gets promoted as HOD in one branch, whereas a senior to him at the level of Lecturer in another branch got HOD promotion later - then how to decide their inter seniority at HOD level in different branches, to consider them for promotion to Principal?
